A ballast  is a device for fluorescent, PL lamps and other lamps operate with a gas discharge. A ballast produces a peak voltage to start the lamp.

A driver is often used in LED lighting and has the same function as a transformer. It is a device which converts the output voltage and frequency of the power source.
